Policies and regulations for CE certification

The significance of CE certification lies in:

To ensure that products with CE certification comply with the essential requirements of relevant European directives and confirm that the product has passed the corresponding conformity assessment procedures and/or manufacturer's declaration of conformity, truly becoming a passport for the product to be allowed to enter the European Community market for sale. Industrial products required by the directive to pass CE certification shall not be put on the market for sale without CE certification It is necessary to first meet the requirements of CE certification and affix the CE certification mark before entering the EU market. If products that do not meet the requirements are found in the market, they will be ordered to withdraw from the market. Those who continue to violate relevant CE certification regulations will be restricted or prohibited from entering the EU market or forced to withdraw from the market!


The recipients of CE certified products are European Community member states or national regulatory authorities responsible for implementing market product safety controls, rather than customers. When a product has been affixed with the CE mark, the authorities responsible for sales safety supervision in member states should assume that it meets the main requirements of the directive and can freely circulate in the European Community market.

CE certification ensures which aspects:

1. The product must not hinder health, endanger the environment and consumers before it can be circulated in the market.

Products that are legally listed in a certain EU country can also be sold in other member states.

Manufacturers indicate that the product fully complies with the relevant provisions of the EU directive by affixing the CE mark on the product. If permitted by regulations, the CE mark may also be indicated on the packaging or accompanying documents. The CE mark is not a testing mark, but rather indicates that the manufacturer declares that their product complies with all relevant regulations. There are currently various compliance assessment models used to indicate compliance with basic regulations, which may involve several units such as manufacturers, importers, and distributors. In addition, to demonstrate compliance with regulations, certification work may also have to be carried out by independent organizations, such as third-party certification bodies. Testing and certification agencies must also be formally authorized or certified under the supervision of recognized commissioning agencies. Products that do not comply with relevant directives may cause many problems, so we recommend certification by a third-party certification body.

Does CE certification prove that the product quality is qualified?
The "main requirements" that constitute the core of European directives are specifically defined in the European Community's Resolution on New Methods for Technical Coordination and Standardization of May 7, 1985 (85/C136/01) for the purpose of developing and implementing directives, which are limited to the basic safety requirements of products that do not endanger human, animal, and goods safety, rather than general quality requirements. The coordination directive only specifies the main requirements, while the general directive requirements are the task of standards. If the product meets the main requirements of relevant directives, it can be affixed with the CE mark, instead of determining whether the CE mark can be used according to the general quality regulations of relevant standards. Therefore, the accurate meaning is that the CE mark is a safety conformity mark rather than a quality conformity mark.
