CE certification
What is CE certification
The "CE" mark is a safety certification mark that is considered a passport for manufacturers to open and enter the European market. CE stands for European Unity (CONFORMITE EUROPERNNE).
The "CE" mark is a mandatory certification mark in the EU market. Whether it is products produced by enterprises within the EU or products produced in other countries, in order to freely circulate in the EU market, the "CE" mark must be affixed to indicate that the product meets the basic requirements of the EU's "New Methods for Technical Coordination and Standardization" directive. This is a mandatory requirement for products under EU law.
The accurate meaning of CE is that the CE mark is a safety conformity mark rather than a quality conformity mark.
It is regarded as a passport for manufacturers to open and enter the European market, and any product with the "CE" mark can be sold within each member state of the European Union without meeting the requirements of each member state, thus achieving free circulation of goods within the EU member states.
Which products require CE certification
Electronic and electrical products, building materials, household products, medical products, toys, mechanical equipment, wireless products, transportation vehicles, safety and labor protection products, amusement equipment, hardware and bathroom, gas appliances, pressure equipment, elevator equipment, measuring instrument testing equipment and many other fields require CE certification for export to the European Union.
In the past, European Community countries had different requirements for imported and sold products, and goods manufactured according to one country's standards were likely to be unable to be marketed in other countries. As part of efforts to eliminate trade barriers, CE emerged. Therefore, CE represents European Unity (CONFORMITE EUROPERNNE).
The significance of CE mark
The significance of the CE mark is to use the abbreviation CE as a symbol to indicate that products bearing the CE mark comply with the essential requirements of relevant European directives, and to confirm that the product has passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity, truly becoming a pass for the product to be allowed to enter the European Community market for sale.
Industrial products that are required by the directive to bear the CE mark shall not be put on the market without the CE mark. Products that have already been marked with the CE mark and entered the market shall be ordered to be withdrawn from the market if they do not meet safety requirements. Those who continue to violate the provisions of the directive regarding the CE mark will be restricted or banned from entering the EU market or forced to withdraw from the market.
The CE mark is not a quality mark, it is a mark representing that the product has complied with European safety/health/environmental/hygiene standards and directives All products sold in the European Union must be mandatory to bear the CE mark
The issuance mode and issuing agency of CE certification
(1) The Declaration of Conformity/Declaration of Compliance issued independently by the enterprise is a self declaration and has not been issued by a third-party organization (intermediary or testing certification body). Therefore, the EU format of the enterprise's Declaration of Conformity can be used as a substitute.
(2) Certificate of Compliance/Certificate of Compliance "is a compliance statement issued by a third-party organization (intermediary or testing certification agency), which must be accompanied by technical data such as test reports TCF. At the same time, the enterprise must also sign the" Declaration of Compliance ".
(3) EC Attestation of Conformity "is a certificate issued by the EU notified body (NB). According to EU regulations, only NB is eligible to issue EC Type CE declarations.
The necessity of applying for CE certification
CE certification provides unified technical specifications and simplifies trade procedures for products from various countries in the European market. Products from any country entering the European Union or the European Free Trade Area must undergo CE certification and affix the CE mark on the product. Therefore, CE certification is the passport for products to enter the markets of the European Union and European Free Trade Area countries.
CE certification indicates that the product has met the safety requirements specified in EU directives; It is a commitment made by enterprises to consumers, which increases their trust in the product; Products with CE markings will reduce the risk of sales in the European market. These risks include:
The risk of being detained and investigated by customs;
The risk of being investigated and punished by market supervision agencies;
Risk of being accused by peers for competitive purposes.
The benefits of applying for CE certification
The EU's laws, regulations, and coordination standards are not only numerous, but also complex in content. Therefore, obtaining assistance from EU designated institutions is a wise move that saves time, effort, and reduces risks;
Obtaining a CE certification from an EU designated agency can greatly gain the trust of consumers and market supervision agencies;
Can effectively prevent the occurrence of irresponsible accusations;
In the face of litigation, the CE certification certificate issued by the EU designated agency will become legally binding technical evidence;
What are the directives for CE certification
In recent years, the use of the CE mark has been increasing in goods sold in the European Economic Area (excluding the European Union, European Free Trade Association member states, and Switzerland) market. Products with the CE mark indicate compliance with a series of European directives on safety, health, environmental protection, and consumer protection. As of December 1997, the directives issued by the European Community to implement the CE marking are as follows:
1. Low Voltage Directive (LVD) Directive No. 2015/35/EU
LVD Low Voltage Directive 2006/95/EC aims to ensure the safety of low voltage equipment during use. The scope of application of this directive is electrical products that use voltages between 50V to 1000V AC and 75V to 1500V DC. This directive includes all safety rules for this equipment, including protection against hazards caused by mechanical reasons. The design and structure of the equipment should ensure that there will be no danger when used under normal working conditions or fault conditions according to its intended purpose.
Summary: Electronic and electrical products with AC voltage between 50V and 1000V and DC voltage between 75V and 1500V must undergo Low Voltage Directive (LVD) certification for CE certification.
2. Electromagnetic Compatibility (EMC) Directive Number: 2014/30/EU
Electromagnetic compatibility (EMC) refers to the ability of a device or system to operate in its electromagnetic environment in compliance with requirements without causing intolerable electromagnetic interference to any device in its environment. Therefore, EMC includes two requirements: on the one hand, it refers to the requirement that the electromagnetic interference generated by the equipment to the environment during normal operation cannot exceed a certain limit; On the other hand, it refers to the device having a certain degree of immunity to electromagnetic interference present in the environment, that is, electromagnetic sensitivity.
Summary: When conducting CE certification for electrified products, electromagnetic compatibility (EMC) directive certification is required.
3. Radio Directive (RTTE) Directive Number: 1999/5/EC
This directive is required for CE certification of charged products that include wireless frequency band transmission and reception.
The instructions required for CE certification of wireless products include EMC instruction, LVD instruction, RTTE instruction, EMF instruction (determine whether EMF is needed based on the distance between the wireless product and the human body)
4. Mechanical Instruction (MD) Instruction Number: 2006/42/2
The machinery described in the mechanical instructions includes a single machine, a connected set of machines, and replaceable equipment. CE certification for non electrified machinery requires certification according to the Machinery Directive. For electrified machinery, additional certification according to the LVD Directive is generally required.
It should be noted that dangerous machinery should be distinguished and require CE certification from a notified body.
5. Personal Protective Equipment Directive (PPE) Directive No. 89/686/EEC
PPE stands for Personal Protective Equipment, which refers to any device or equipment worn or held by an individual to prevent one or more health and safety hazards. Mainly used to protect employees from serious work-related injuries or illnesses caused by exposure to chemical radiation, electrical equipment, human equipment, mechanical equipment, or in some hazardous workplaces. For example: protective shoes and goggles for work; Sunglasses for household use, gardening gloves; Cycling for entertainment, helmets for ice skating, and so on. The PPE directive does not distinguish between personal protective equipment for division of labor or leisure use. All personal protective equipment, whether for work, home, leisure or sports use, must comply with this directive.
6. Toy Directive (TOY) Directive No. 88/378/EEC
EN71 certification is a regulatory standard for toy products in the EU market. Children are a group that the whole society cares for and cherishes. The toy market that children generally love is developing rapidly. At the same time, various types of toys often cause harm to children due to quality issues. Therefore, countries around the world are becoming increasingly strict in their requirements for toys in their own markets. Many countries have established their own safety regulations for these products, and production companies must ensure that their products comply with relevant standards before being sold in the region. Manufacturers must be responsible for accidents caused by production defects, poor design, or the use of inappropriate materials. As a result, the toy EN71 certification law was introduced in Europe, which aims to provide technical specifications for toy products entering the European market through the EN71 standard, in order to reduce or avoid harm to children caused by toys. EN71 has different testing requirements for different toys.
7. Building Materials Directive (CPR) Directive No. 89/106/EEC
Building Product Directive: Each EU member state adopts the CPD Directive to coordinate building product standards in order to ensure that the design and construction of buildings and civil engineering within its territory do not pose a threat to the safety of people, livestock (poultry), and property, and to maintain other basic requirements for general welfare; CPD is not only related to the safety of buildings, but also to important factors such as health, service life, energy conservation, environmental protection, economic factors, and other public interests.
