1、 The meaning of EN71 certification

EN71 is the regulatory standard for toy products in the EU market. Children are a group that the whole society cares for and cherishes. The toy market that children generally love is developing rapidly. At the same time, various types of toys often cause harm to children due to quality issues. Therefore, countries around the world are becoming increasingly strict in their requirements for toys in their own markets. Many countries have established their own safety regulations for these products, and production companies must ensure that their products comply with relevant standards before being sold in the region. Manufacturers must be responsible for accidents caused by production defects, poor design, or the use of inappropriate materials. As a result, the toy EN71 certification law was introduced in Europe, which aims to provide technical specifications for toy products entering the European market through the EN71 standard, in order to reduce or avoid harm to children caused by toys.

EN71-2: 2006 Toy Safety - Part 2: Flame Retardant Performance
This section specifies the types of flammable materials prohibited from use in all toys and the combustion performance requirements for certain small fire source toys. The combustion rate of the tested material is required to not exceed the limit specified in the standard. It involves toys worn on the head, toy costumes, toys for children to wear during play, toys for children to enter, and soft filled toys with plush or textile fabrics.

1. The flame burning speed should be ≤ 30mm/s
If the flame burning speed is between 20-30mm/s, there should be no fire droplets;
3. If the speed is greater than 10mm/s but less than 30mm/s, a warning should be added to the toy and packaging: "Warning, stay away from fire sources"

EN71-3:2001/AC: 2002 Toy Safety - Part 3: Transfer of Certain Elements
This section specifies the maximum limits for transferable elements (antimony, arsenic, barium, cadmium, chromium, lead, mercury, tin) in the touchable parts or materials of toys. The testing principle is that soluble elements are extracted from toy materials under simulated conditions of continuous contact with stomach acid after swallowing. Quantitatively determine the content of soluble elements using methods with appropriate detection limits.

EN71-4:1990+A1: 1998 Toy Safety - Part 4: Test Devices for Chemical and Related Activities
EN71-5: 1993 Toy Safety - Part 5: Chemical Toys (excluding Test Devices)
EN71-6: 1994 Toy Safety - Part 6: Graphic Representation of Age Signs
This section states that toys that are not suitable for children under 3 years old but may pose a danger to them should be labeled with age warning signs. Warning signs can be displayed in text or illustrated symbols. If warning instructions are used, they must comply with the requirements of EN71 Part 1, and the warning language must be clearly displayed whether in English or in other countries' languages.
EN71-7: Requirements for finger painting pigments
This section lists the allowable colorants and preservatives in finger painting pigments, as well as their limits, and specifies the migration limits of 8 heavy metals and the usage restrictions of major aromatic amines. It also specifies the requirements for the physical properties of finger painting pigments.

EN71-11: Analytical methods for organic compounds
 

EN71-9 General Requirements for Organic Compounds - specifies the total migration amount of toxic compounds present in each toy or toy material through the following exposure modes: contact with the mouth; Possible intake; Skin contact; Eye contact; Inhalation.
The scope of restricted substances is particularly broad, including flame retardants, colorants, aromatic amines, monomer substances, solvent migration, inhalable solvents, wood preservatives (indoor and outdoor), other preservatives, and plasticizers.
EN71-9 and EN71-10&11 are integrated and complement each other.

EN71-9 was issued by CEN (European Committee for Standardization) and adopted by national standard bodies in various European countries in August 2005. It has already come into effect in countries such as the UK, Germany, Spain, and Italy. More and more buyers from EU countries have requested suppliers to conduct EN71-9 toy safety testing. There have been cases of recalls in countries such as Spain due to excessive organic compounds in toys. The testing scope includes plush, wooden, plastic, stationery, and other products.

EN50088/EN 62115 Safety of electric toys
This standard includes all electric toys and also applies to Electric Construction Sets, Electric Functional Toys, or Electrical Experimental Sets. However, transformers and chargers used in conjunction with toys cannot be considered as toys and must comply with the corresponding electrical safety standards.
The main testing contents of EN50088 include: signs and instructions, input power, temperature rise and abnormal operation, electrical strength, mechanical strength, structure, wires, screws and components, creepage distance and electrical clearance, fire and heat resistance.
